FRAMING CITIZENSHIP LITERACY IN HIGHER EDUCATION: A SYSTEMATIC REVIEW OF ITS MEANING AND FUNDAMENTAL ASPECTS

Abstract

Citizenship literacy has emerged as a vital competency amid globalization, digital transformation, and democratic challenges. It refers to the knowledge and skills enabling individuals to actively engage in social, political, and cultural spheres. Core dimensions include civic and political participation, awareness of rights and responsibilities, critical thinking, and the ability to address local and global issues. Digital literacy forms an integral part, equipping individuals to navigate online environments and participate in digital activism. This study applies a Systematic Literature Review (SLR) to examine and synthesize citizenship literacy and related concepts such as citizen science, environmental citizenship, and digital citizenship. Findings highlight that citizenship literacy integrates civic skills, democratic values, and media literacy, essential for fostering a just and sustainable society. Higher education plays a crucial role by designing innovative curricula to prepare informed, critical, and responsible citizens for 21st-century challenges.
