COMMUNITY PARTICIPATION IN THE IMPLEMENTATION OF LOCAL GOVERNMENT PROGRAMS (TRIATHLON) FOR TOURISM IN BANGKA REGENCY
Abstract
This study examines community participation in the implementation of the Sungailiat Triathlon as an event-based tourism policy in Bangka Regency, Indonesia. The research employs a qualitative descriptive method to capture the dynamics of policy implementation and community involvement. Data were collected through in-depth interviews with local government officials, organizing committees, community leaders, MSME actors, youth groups, and event participants, complemented by participatory observation, document analysis, and media review. Data analysis was conducted using an interactive and inductive process involving data reduction, data display, and conclusion drawing. The findings reveal that community participation remains predominantly symbolic and technical, with involvement largely confined to operational roles during event implementation, while policy planning, strategic decision-making, and evaluation are mainly controlled by government actors. Keyinhibiting factors include centralized governance structures, limited participatory forums, budgetary constraints, and weak institutional mechanisms for public feedback. Conversely, strong community enthusiasm, active local networks, social capital, and growing awareness of the Triathlon’s significance for regional branding and local economic growth serve as important enabling factors. Based on these findings, this study proposes a Collaborative Participatory Implementation Model that integrates government coordination, community initiatives, and participatory mechanisms within a collaborative framework. This model offers practical implications for strengthening inclusive governance and promoting sustainable, community-based event tourism development.
