DIGITAL DISRUPTION AND OLIGOPOLY ANOMALIES: UNRAVELING THE "DIGITALIZATION OF THE STATUS QUO" THROUGH A PUSH AND PULL STRATEGY IN MARITIME LOGISTICS

Abstract

The maritime logistics industry operates as the backbone of global trade; however, developing archipelagic nations frequently suffer from oligopolistic market structures that induce persistent high-cost economies. While digital disruption through integrated platforms is theoretically expected to democratize market access and enhance service performance, empirical outcomes often reflect a "Digitalization of the Status Quo." This study examines the transmission mechanisms and boundary conditions determining the effectiveness of the National Logistics Ecosystem (NLE) policy on logistics service performance in Indonesia's port ecosystem. Utilizing a mixed-methods sequential explanatory design, quantitative data were collected from 388 operational and managerial actors across major port ecosystems and analyzed via Partial Least Squares Structural Equation Modeling (PLS-SEM). Subsequently, qualitative insights were extracted from 20 key informants using NVivo-based thematic analysis. Results demonstrate that NLE policy implementation significantly enhances logistics performance, primarily transmitted through institutional governance, operational efficiency, and human resource competence. Furthermore, the mediation effect of logistics infrastructure variables was found to be partial rather than full, indicating that while physical and digital infrastructure facilitates performance, it requires concurrent institutional capacity building. Crucially, the policy fails to stimulate industry competition, debunking the Structure-Conduct-Performance (SCP) paradigm in asset-heavy, incumbent-dominated markets. The study synthesizes these findings into the "Push and Pull Strategy Model"—an asymmetric policy orchestration framework combining coercive regulatory mandates to dismantle institutional decoupling with fiscal and operational incentives to stimulate inclusive ecosystem participation.
