DEVELOPING AN INDICATOR-BASED DECISION FRAMEWORK FOR COMMUNITY EMPOWERMENT IN SUSTAINABLE NYPA FRUTICANS WURMB RESOURCE MANAGEMENT

Abstract

Community-based management of nipa (Nypa fruticans Wurmb) resources plays an important role in supporting sustainable livelihoods in coastal areas. However, empowerment programmes often lack evidence-based approaches for prioritizing strategic interventions. This study aimed to develop an indicator-based decision framework for sustainable community empowerment in nipa resource management. A quantitative explanatory approach was employed involving 148 respondents from Dua Ulu and 3-4 Ulu Subdistricts, Palembang City, Indonesia. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) and complemented by Importance-Performance Map Analysis (IPMA). The results revealed that Adaptive Capacity, Social Capital, and Community Resilience significantly influence Community Empowerment, with Adaptive Capacity representing the strongest determinant. The integration of PLS-SEM and IPMA enabled the identification of priority constructs and indicators, which were subsequently translated into a decision matrix and an indicator-based decision framework. The proposed framework provides practical guidance for prioritizing interventions, allocating development resources, and supporting evidence-based decision-making for sustainable community-based nipa resource management.
